I have 'generously supported' the Holy See through smart investment of my Papal influence, all cardinals now respond to every single whim and desire of mine, and there's a fellow Catholic nation or two that keep getting on my toes that I'd like to punish by excommunicating them.

  1. The papal state is on the Italian Peninsula and has friendly relations with most Christian states to begin with. It is the only Italian state that does not have the Italian reunification mission. The problem that I have faced with the European countries and the Papal State for that matter is that the AI’s reactions is difficult to understand.
  2. In EU4 how do I kill the pope or any ruler in general? Note: mine is Roman Empire and my capital is in Roma. Papal State doesn't show up in the map. 99% of my region is Catholic.

However, I couldn't find a single nation that I could excommunicate, apparently they all have 'good relations with the Pope'. How does one have bad relations with the Pope? Does it have something to do with the Papal State? Or the prestige of the target nation? Or am I missing something else here? What are the conditions that allow excommunication?

Excommunication seems to be a somewhat broken mechanic at the moment.

In fact you can only excommunicate another nation if their papal influence (the little number you see on the papacy icon) is lower than 5.

However, this is very unlikely to happen often, because gaining Papal influence is easy for most catholic nations and happens automatically.

The only way a country can drop below this boundary is if it just spent all its influence on a cardinal. So you can only get excommunicated if you raise your influence with the cardinals.

This does not make a lot of sense. As a comparison: In EU3 a country could get excommunicated when the relations with the Papal States dropped below 100.

So if you are really eager to excommunicate someone in EU4, keep an eye on the papacy tab. If you see that someone just raised their influence on a cardinal, you might have a chance to excommunicate them in the same month.

Papal state, while favored by many, is Alarmingly unknown to new players, but this little state can potentially be the land of Space Jesus Marines who taxes really well.

First the military.

Papal State gets an event which grants them (one of the 3 choices) 5 Percent Discipline early on which lasts the whole game (you also get 5 Percent from NI).

Also Papal State basically guarantees 100 Prestige (I had +5 prestige per year on 100 Prestige) through National Ideas, events, Kingdom of God decision and Government type which grants 10 Percent Morale both Land and Navy.

Plus 20 percent Manpower modifier from Kingdom of God decision and Swiss Guard Event.

So Overall, Papal States gets 10% Discipline, 10% Morale and 20% Manpower on the basic, and thus their military rivals pretty much most nations except Prussia/Brandenburg (pretty close to them though). With Offensive, quality and economics + Absolutism + Adviser, Papal State will have 133~135% Discipline.

Economy: with 100 Devotion and National Ideas, Papal State can have 50~65% Tax modifier, so as history suggested, Pope taxes very well (also you can sell bunch of holy stuff that grants like permanent bonus gold, useful in the beginning).

Overall, very fun nation, just gotta join HRE at the beginning and start eating Northern Italy. From there you can role-play as a fascist superpower that aims to burn all Heretics in the name of God Emperor(?).
